The certificate is issued 'на основании протоколов о сдаче кандидатских экзаменов, хранящихся в архиве учреждения, обеспечивающего получение послевузовского образования, по месту их сдачи.'

I am not sure about 'на основании' here. Does it mean 'as a record'? Also, I understand it as meaning that the records are kept in the archive of the institution where the exams were sat, but does 'обеспечивающего получение послевузовского образования' just mean 'providing postgraduate education'?
