: This would work if the verb were not in the past participle, ie if with an "e-ez" or an "er" ending, giving instructions. As this is not the case, unless there is a mistake in the original - and this is a common source of error - then unsafe suggestion.

Probably a more usual way of expressing it as an instruction would be: "Start filling in from the left, and fill up any trailing space left over with blank spaces"
Sounds a bit odd, is this intended to be filled in by keyboard (in which case it makes sense --- you must enter at least X characters, even if the last few are blanks)?; if it is for hand-writing, then it doesn't seem to make a lot of sense to me, except insofar as there is sometimes a tendency to fill in from the right, leaving any spare leading spaces blank.
