This is from some pleadings where the defendant is saying that there was nothing wrong with a settlement agreement (transaction) specifying that obligations on one of the parties was conditional upon the actions of a third party and that this "relève de l'évidence".
I have been thinking about this for too long and have a mental block.

It seems to me that this expression is not legal parlance, but just ordinary speech. - so my 'gloss' would be - "there is nothing abnormal in the fact that this condition is laid out in the 'transaction' - on the contrary it is totally logical.."
