At first reading, I did wonder if the "but" was a typo for "by" (which would fit equally well if not better...), but it DOES make sense as it stands; NOT ONLY should you "design" your life for the year ahead, BUT you should also set out the specific targets you wish to achieve — i.e. not leave it vague!
