Japanese to English Bus/Financial Real Estate
都市計画法で決められた用途地域のひとつで、米国ではzoningのR1のようなものですが、定訳があるはずですね。

"Zoned for mixed use" or "PUD"

I have to confess that if there’s a direct translation for
第1種住居, I don't know it, so I might not be your man.
But if no one else finds it too, here’s a pair of English terms
which might approximate the Japanese 第1種住居.

First, though, according to the following definition, 第1種住居
is not restricted to residential development.

「第1種住居地域 【だいいっしゅじゅうきょちいき】
都市計画法で決められた用途地域のひとつ。
大規模な店舗やオフィスビルなどの建築を制限する
住居系の地域。床面積が3000 平方メートル以下なら、
階数にかかわらず飲食店や店舗、事務所などが建築できる。
ボーリング場やゴルフ練習場、ホテル、旅館なども可。税務署、
郵便局、警察署、消防署などは建物の規模に関係なく建築可能。
また、マージャン店、パチンコ店、カラオケボックスなど
の遊戯施設は規模にかかわらず建築できない。」

As for R1 zoning stateside, it usually only permits
residential development. (Though I suppose any given
community could decide on a looser definition of R1 to
allow some moderate commercial development
just as 第1種住居 does in Japan. But that would be the
exception, not the rule.)

第1種住居 sounds a bit like "Planned Unit Development (PUD)".

The PUD comparison is not perfect, though.


Personally, I think your best bet might be to go with
"mixed use" zoning. Here in Las Vegas we have a lot
of areas zoned for "mixed use", especially in the downtown
district (where I live). In my area, we have a combination of
single-family home neighborhoods, some condos, and then
some light commercial development. By "light",
I mean some legal offices, a 7-11, a printer's shop,
two tattoo parlors (hey, this is Vegas), and stuff like
that. Nothing major like a Walmart, and nothing industrial.

nonresidential uses on a single parcel, or a mix of
certain residential and nonresidential uses within an
area that is zoned for either residential or nonresidential use."

This is the translation I found rfor 第一種住居地域 in the Japanese-English dictionary of real estate terms published by 住宅新報社. 第一種住居専用地域 is category 1 exlusively residential district.
