What is a clock number?
A means of uniquely identifying a piece of commercial copy that will be used throughout the compliance process, through to transmission and post-transmission reporting.
How is a clock number made up?

Since it is not just the date and time, but also the ID of the agency, product, etc., I'd say that it is better to use a broader term. In English, "clock" has some meanings that "reloj" does not have in Spanish, and this is one of them.
