palette à fouets

French to English Medical Medical: Dentistry
This is from a story about a visit to the dentist, including the following list of items:
FAUTEUIL
PORTE-EMPREINTE
CRACHOIR
MALAXEUR
LAMPE
STERILISATEUR
CAPTEUR NUMERIQUE
LAMPE ULTRA VIOLET
**PALETTE A FOUETS**

Does it mean "instrument tray with straps"? Any suggestions very welcome.

It seems to be a single unit with a tray on top and the guides hooked below which is why I suggested system. In this case the "system" would include the tray but palette in French is normally the array of available guides.

The suggestion below is an excellent effort, but the 'palette' is actually an "instrument tray" with things like tweezers, probes etc, not things on the end of hoses like drills etc. "fouets" here mean some kind of fastenings, it seems.
