You're very welcome eden. I think I speak for both of us when I say that the research was originally conducted on our own behalf! as we both came up against the same term in translating legal contracts. Anyway, glad you are now the beneficiary!!

I referred to these glossary entries myself in the past, all of which give "Whereas" as the translation, and after further research concluded that the usual legal expression is "Recitals" as Marc suggests.

It is first of all stated that / Whereas

Hard to know which will work best without seeing how it fits into the document. The first is a literal translation, the second is an introduction to a preamble giving reasons for the rules to be listed.
