I think they are referring to the family Acrididae - and I'd say locusts in this context.

A grasshopper is a type of insect belonging to the same order as locusts, kaytdids and crickets - the Orthoptera (derived from the Greek words orthos meaning straight or rigid and ptera meaning wing). GRASSHOPPERS ARE IDENTICAL IN APPEARANCE TO LOCUSTS with which they share the family Acrididae.
