Ibrahim Issa's sentence needs to be rewritten, it's messy. a state-of-the-art tech (for the loose "جبارة", literally "terrific") is one thing, a 'needles to rockets' industry is another. it's a Nasserist concept in the era of the postcolonial industerialization indicating manufacturing everything on our own in a close economy system, not necessarily high-tech (which is limited by definition) or cutting edge. two single inverted commas should be used with such term, for its special meaning in respect to the quoted source.
