Whole sentence:
If today’s high quality oils were used, the repair frequency of those machines would probably have been reduced by a factor of 10.

Question:
Let's say the original number is 100 per cent.
After reduced by a factor of 10, the number will be 10 or 90 per cent?

factor is multiplication/division - has nothing do with percentages

agree Can Altinbay : Since it's repair frequency, if ou were taking it to be repaired 20 times a year, you would only take it twice a year.
