Nu sunt sigură, dar am întâlnit de multe ori "attached to". Poate se referă la altă relaţie decât cea definită de "pe lângă", dar here goes:

se foloseşte aceeaşi formulă ca în cazul urnmător:

however, ”near” (adverb) also means: ”With or in a close relationship.” Could this not be the case here?

alongside

In the case of "Parchetului de pe langa..." etc. this is often expressed in English with "at", but in this particular case "at" would sound strange because we have "functioneaza" in there and the word order is different:

"At the Court of Accounts functions the..." - doesn't work for me.

Personally I would rephrase this with "alongside" to make it sound natural. It means the same thing in effect but works with the word order of your sentence. Having said that, I would still change it around by saying that the Autoritatea de Audit etc. "functions alongside..." (much more natural word order).

"All declarations will be checked by a special vetting court working *alongside* the Court of Appeals. The Ministry of Justice has three months to determine who will comprise the special court and how it will carry out its duties. It is expected that 21 judges will handle the investigations; that is the most the state can afford..."
