As Russian law-making is still being developed

"Legislation" is often used as a metonym for a particular bill or bills, so it would be ambiguous to use it in this case, where the meaning is the actual system of creating laws, which is why "law-making" is more appropriate.

As for "in the process of being formed" (an awkward literalism), this just means the law-making system is still incomplete, immature, undeveloped, etc. I personally like "is still in its infancy," but the nuances might not resonate properly here. ;) "... in the process of ..." is unneeded here.
