Propsals made under the name of sustainable development must be evaluated carefully to be sure that they are not sanitized versions of economic growth as usual.

This means that the proposals should contain the real facts and not present a "watered-down" or better description of the situation, just to keep people from becoming upset. So, they are "cleaned-up" and often stripped of the truth to be easier to accpet. hth.

Censored or edited versions. That is, versions that have been "cleaned up" to suit the official line, perhaps.

basically, as the other two answers say, it is a version that doesn't tell the whole story, ie doesn't tell the truth, as it has been 'cleaned up,' i.e. sanitized to omit negative information that might be detrimental to supporting the view that the author of the report wants to 'prove.'

Continuous economic growth theory and sustainable development theory are at diametrically opposite ends of the spectrum.
What this here means is that sustainable development proposals should be genuine sustainable development proposals, not proposals espousing economic growth ideals, but cleverly worded, so as to appear as sustainable development proposals.
