disagree Edgar Potter : ...Article 2, paragraph 1, sub-paragraph b... In my opinion. Usually lettered items are subordinate to the numbered paragraphs. The format of the text would resolve the point. Why? Many years of translating Portuguese legal documents

As you said, seeing the text would resolve the issue, then why disagree when you haven't seen the text?????
agree Amilcar : You have the right phrasing; as to which is para and which sub you are also almost surely right, though the asker is the one with the goods. Quite often numbers are under alíneas. In the not too distant past, MOST often. Neither here nor there.

Os nomes dos itens de documentos legais variam muito. Na primeira linha de hierarquia é comum usar-se "Article", "Section", "Clause", etc., até mesmo "Paragraph". Estes, podem dividir-se em "subclauses", "subparagraphs", "sub-sections", etc..
