In a notarial certificate, toward the end it says "I have granted my notarial form and seal of Office to serve and avail as occasion shall or may require." Please let me know the appropriate Japanese translation of this phrase.

I believe this is referring to one being a licensed "notary public" (albeit in extremely convoluted expression). In essence, what it says is:
私は公証人資格と公認の印章を持っています。
