贈位
朝廷及び明治新政府では、故人に対して生前の功績を称え位階または官職を追贈がなされることがあった。位階を贈ることを贈位、官職を贈ることを贈官といった。(例)贈正四位、(例)贈内大臣。

読み方
正○位の「正」は「せい」でなく「しょう」と、従○位の「従」は「じゅう」でなく「じゅ」と訓む。また、三位は「さんい」でなく「さんみ」、四位は「よんい」でなく「しい」、七位は「なない」でなく「しちい」と訓む。

Shoishi'i Japanese Merit Award

I couldn't find an exact English translation, but know this is, as you say, a Japanese citizens award bestowed on people for meritorious deeds and civil contributions. The pronunciation is:

正:しょう
四:し
位:い

(see link below).

I doubt there's an exact English translation, so I think something like "Japanese Shoshi'i Citizens Award" would work.
