Context: Spain economic analysis. Does this simply mean "export levels" ?

En la década 1986-1996 se acelera el ritmo de apertura de la economía española, lo que trae consigo un aumento tanto de la actividad exportadora como de la penetración de importaciones, principalmente provenientes de la UE. En este período, ***las cuotas de exportación*** de los países de la UE arrojan un moderado crecimiento, mientras que las españolas crecen con fuerza, especialmente dentro del área europea. Y también aumenta la penetración de las importaciones, cuyo peso relativo se duplica, llegando a representar en 1996 un tercio del consumo aparente de manufacturas español. A lo largo del período se produce un empeoramiento de los índices de ventaja comparativa comercial —saldo comercial respecto al volumen total de comercio—, concentrado sobre todo en los primeros años de la década considerada, pese a que el tipo de cambio efectivo real de la peseta mejora debido a la depreciación del tipo de cambio nominal.
