A retailer license is not required for a bulk dealer that sells only to retail stations. If a bulk dealer sells to the end user, such as farmers and construction companies, than a retailer license is required.

Creo que "fraccionar combustibles para la venta" es usar una de las bombas que hay en una gasolinería. En tal caso, supply pump es el término correcto.
