: Yes, surveillance is a term used in the context of monitoring epidemics. We don't 'supervise' epidemics in English.

: Sanitation in the US means primarily trash removal and street clean-up, as I am sure you know. Russian sanitary inspection, on the other hand, is akin to the department of public health.
