ressource valorisée

Hello to everyone still working away,

I'm translating a French city's call for development assistance projects, and I'm stuck on this term in the funding conditions:

"La subvention... peut être accordée si les autorités locales décentralisées et déconcentrées compétentes sur le territoire et/ou dans le domaine d’intervention du projet participent à hauteur de 5% minimum du budget total prévisionnel, soit à travers une aide financière, soit en **ressource valorisée**"

Another similar example:

"Montant de l’aide financière ou **valorisée** des autorités locales décentralisées et/ou déconcentrées compétentes dans le domaine d’intervention du projet"

"ressources valorisées" also appears as a line item in a budget spreadsheet for which a euro amount must be filled in, so there is clearly a monetary value attached to this term. But I can't figure out how to say this in English - my brain is ready for vacation!

Any ideas?

In-kind seems to be on the right track Thanks @Marco, I do think the notion of in-kind applies here. But it's not referring to a subsidy, since that's what the application is for — rather the applicant needs to show that local authorities are contributing in some way, either financially or through these "ressources valorisées." I've been looking over various budgeting docs, and I'm beginning to suspect that the document is simply referring to 'in-kind donations/contributions', which are always given a monetary value in the budgets (without the need for the term monetized, which doesn't seem to appear anywhere). 'in-kind resources' get plenty of ghits, I might go with that unless anyone thinks I'm way off base here!

adding value to a resource

a resource is valoris(z)ed if value is added to it. Think about adding value to natural resources or the environment or human resources
