I am not familiar with the "Wird" used in your text.
Nevertheless, I have provided a German controlling reference below that describes what "Wird" refers to.
From the German description, I would think that "Wird" refers to a forecast value. That is, "Soll-Wird" would be a "target/forecast" variance and "Wird-Wird" would be a "forecast/forecast" variance.
I have not looked at the German reference in detail to see what a "forecast/forecast" variance would be, but the forecasts might, for example, have been made on different dates, or refer to different dates.

In business, management usually gives "guidance" (does not make forecasts) as to anticipated results, which is then interpreted by financial analysts and mavens (if that is what is meant).
