Cuando las instituciones profundamente arraigadas —como son el matrimonio y la familia— funcionan normalmente, la gran mayoría de las personas suelen limitarse a vivir sencillamente con ellas sin plantearse mayores problemas. Pero cuando algo no está en regla, cuando algo no funciona, cuando los sujetos entran en conflicto, entonces la pregunta aparentemente abstracta acerca de lo que tal institución es al tiempo que se hace oscura y difícil, reclama más que nunca una solución, que ni puede ser abstracta ni dejada a los tempos propios de la contemplación especulativa, sino práctica y urgente.
Hace escasas fechas que concluyó una centuria muy compleja, caracterizada por un continuo enjuiciamiento de la herencia cultural recibida desde antiguo. El siglo XX, quizás como ningún otro y por lo que ahora nos afecta, cuestionó de forma muy contundente la tradición clásica del matrimonio y de la familia. Entre las muchas revoluciones que se han vivido a lo largo del siglo XX, debemos destacar la que ha sucedido en la familia, en el matrimonio y en las relaciones paterno-filiales. Es justamente en este orden de cosas donde el cambio ha sido radical. Un cambio cultural, un cambio en las costumbres, etc... Y es que las mutaciones que se han producido lo han sido no solo del Derecho de familia, sino principalmente de las concepciones sociales imperantes acerca de la familia, y de su misma configuración sociológica. Ha cambiado la familia, han cambiado las ideas sobre la familia, ha cambiado la política legislativa en relación con la familia, han cambiado las leyes sobre la familia.
II. LA FAMILIA, FUENTE DE FELICIDAD
Pero hay una evidencia que, pese a los cambios que ya se han producido, permanece inalterada: la familia forma parte del núcleo vital de felicidad de la persona. Es decir, la familia es el contexto donde la persona busca y logra su más radical fuente de felicidad.
a. La memoria de la familia
La persona se encuentra en la familia con sus antepasados, con un patrimonio de experiencia que es suyo por el simple hecho de nacer en el seno de esa familia en concreto. Más allá de su ser único e irrepetible, la persona nace con algo propio que le trasciende y que le es transmitido por sus padres, quienes a su vez lo recibieron de sus antepasados. Y es un patrimonio generacional que sobrepasa en mucho a los bienes materiales: la memoria de la familia. Con su paulatina maduración personal, los niños aprenderán a conjugar ese patrimonio familiar con sus propias experiencias vitales.
b. ¿De qué familia hablamos?
Pero, ¿de qué familia hablamos?: de la familia fundada en el matrimonio fiel e indisolublemente fecundo.
Ningún hombre se ha dado el ser a sí mismo ni ha adquirido por sí solo los conocimientos elementales para la vida. Todos hemos recibido de otros la vida y las verdades básicas para la misma, y estamos llamados a alcanzar la perfección en relación y comunión amorosa con los demás. La familia, fundada en el matrimonio indisoluble entre un hombre y una mujer, expresa esta dimensión relacional, filial y comunitaria, y es el ámbito donde el hombre puede nacer con dignidad, crecer y desarrollarse de un modo integral.
No es –escribe Viladrich- por ser cristianos, islámicos, judíos o budistas, por creyentes, agnósticos o ateos…, no es por ser chinos, americanos o europeos, indios o nigerianos, ni por palestinos o israelitas…, no es por ser ricos o pobres, de izquierdas o derechas por lo que somos padres y madres, hijos y hermanos, abuelos o nietos, maridos y esposas, hombres y mujeres. • Каждая сфера важна в развитии, но одна из самых важных – это социальная, это развитие и состояние молодежи, и семейная политика.
• В нынешнее время увеличились проблемы сиротства, семейного неблагополучия, детской преступности, абортов, суицида, подростковой беременности и др. Ежегодно врачи выявляют беременность у 20 000 несовершеннолетних казахстанок. Согласно официальным данным более 2000 несовершеннолетних девочек сделали аборт за последний год. Это официальная статистика. Сколько абортов было на самом деле, и предположить невозможно. Часто девушки сами пытаются избавиться от нежелательной беременности. Нередко такие истории заканчиваются печально. Казахстан неожиданно оказался на первом месте в мире по попыткам суицида среди девушек от 15 до 19 лет. Многие корни проблем лежат в семье, воспитании, самооценке. И поэтому, важно раннее выявление неблагополучия и осуществление своевременной комплексной помощи семье, ребенку, молодежи, профилактика, нежели реабилитационные меры для уже попавшего в критическую ситуацию людей.
• Прошлый год эксперты исследовательской компании ranking.kz назвали рекордным для страны по количеству разводов. Число разводов в первом квартале 2013 года достигло рекордных значений за последние шесть лет — 34 на 100 заключенных браков. Всего за этот период развелись 11,6 тыс. пар, что на 6,5 процента больше по сравнению с аналогичным периодом 2012 года.
• одной из причин, влияющих на рост числа разводов в Казахстане, является неготовность молодых пар к семейной жизни. Около половины всех пар расстаются именно из-за этого. Еще на количество разводов влияют пагубные привычки супругов: наркозависимость, алкоголизм и тому подобное.
• Семья- главная ячейка общества, и любое государство должно стремиться создать благоприятные условия для создания семьи и в последующим поддерживать данный институт. К сожалению, в нашей стране не развита семейная политика, поэтому предлагается разработать государственную программу по поддержке и укреплению семейно-брачных отношений.
• В Казахстане около 4 миллионов семей и из них 55% имеют более 4 человек в семье. В 2004 году число брачующихся увеличилось на 3,74 %, однако соотношение разводов и браков увеличивается, тем самым, создавая не устойчивые брачно-семейные отношения. Исходя из сложившейся ситуации, семейная политика Казахстана должна быть, направлена не только к стимулированию рождаемости, но к укрепления семейного института, в виду его жизненно важных функции и вклада в улучшения демографической ситуации.
• “Мы говорим, что материнство – это сложнейшая профессия, но почему то никто никогда ей не учит. Материнству, семейной жизни и процессу воспитания детей тоже надо учить,” - сказал Глава государства Н.Назарбаев на встрече с представительницами женской общественности Казахстана «Көктем шуағы» по случаю Международного женского дня.
• А ведь многие проблемы в стране находят корни в семье, в неполноценном воспитании, в не полных семьях и т.д. Например:
• многие убийства делаются из-за низкой самооценки, злости;
• многие преступления делают люди с повышенной нервозностью, которое возникает впоследствии нервных срывов родителей на детях или при не правильном наказании детей с карой;
• неправильное воспитание может влиять на ребенка и в последствии комплексы у взрослых людей, которые годами не могут себя смело реализовать, ставить высокие цели и из-за этого многие люди не получают образования и работают простыми рабочими, либо получают образование, но не уверенны в себе и тоже работают простыми рабочими;
• развитие потенциала так же зависит от атмосферы в семье, что важно для развития страны, ведь если каждый человек будет развивать свои способности и будет полезным обществу, то и государство будет сильным изнутри. Такое качественное и здоровое развитие страны будет настоящим и полноценным.
• По статистическим данным Лиги женщин творческой инициативы:
• Неблагополучные семьи по Казахстану – 15 000, 30%
• Взрослые злоупотребляющие спиртными напитками, устраивают скандалы, антиобщественный образ жизни – 30%
• 37% подростков живут в семьях где есть ранее судимые
• В школах 16% учащихся испытывают физическое насилие со стороны педагогов
• 22% психологическое насилие
• В 2008 году выявлено свыше 46 тысяч детей оставшихся без попечения родителей
• В центры временной изоляции и реабилитации помещены более 10 тысяч детей
• С 2005-2007 годы произошло 750 фактов и 1146 попыток суицида (от 5 лет)
• в 2008 году совершено 2878 насильственных преступлений в отношений несовершеннолетних
• За 6 месяцев 2008 года по данным вн. Дел полиции подростками совершено 2710 преступлений
• Кроме воспитания детей важно и отношение в семье, отношение мужа и жены. Многие не обращают на это внимания, поэтому каждая вторая семья имеет проблемы в отношениях в семье, много разводов, конфликты, измены и т.д.. К браку нужно готовиться, обучаться. Но многие используют лишь опыт родителей или соседей, интуитивно.
Данная статистика и факты поднимают тревогу и говорит о том, что необходимо срочно предпринимать меры и работать в данной сфере, иначе через несколько лет ситуация будет ужасающей. Изучая тему группой психологов и специалистов по делам семьи и молодежи, мы считаем, что нужно массово информировать молодежь и обучать.
Не так давно президент страны Нурсултан Назарбаев выразил обеспокоенность тем, что в Казахстане увеличилось количество брошенных детей, разводов и стариков в домах престарелых. В связи с этим глава государства поручил администрации и правительству разработать общенациональный план мероприятий по укреплению семейных отношений, морально-этических и духовно-нравственных ценностей в республике на 2015–2020 годы.
Молодое поколение готово к переменам и новому образу мышления, если это поколение хорошо информировано, образовано и направлено на свободное и ответственное участие в общественной жизни.
Поэтому мы разработали программу для учащихся всех школ города Алматы и колледжей, где будем обучать не только самих молодых, но и их родителей и учителей, чтоб могли эффективно в одной теме развиваться и обсуждать, и применять в жизни. Ведь многие родители не учат многим навыкам, не обьясняют о половой жизни, и о предохранении, так как сами в некоторых темах не осведомлены. Поэтому важно обучать комплексно, осведомить в темах самооценки, построения характера человека, подготовки к браку, о здоровом образе жизни, об абортах и высокоэффективных навыках человека для успешного развития.

* Each area is important for the development, but one of the most important is a social sphere, which is the development and the state of youth and family policy.
* At the present time the problems of orphanage, family trouble, juvenile crime, abortion, suicide, teenage pregnancy, and others increased. Every year doctors detect pregnancy at 20,000 minor Kazakhstani girls. According to official data, more than 2,000 underage girls had an abortion last year. It's the official statistics. It is difficult to suggest how many abortions there were in reality. Often girls themselves are trying to get rid of unwanted pregnancy. Often these cases end sadly. Suddenly Kazakhstan gained the first place in the world for suicide attempts among women aged 15 to 19 years. Many problems are rooted in the family, education, self-esteem. Therefore, early detection of trouble and timely implementation of the comprehensive care to a family, a child, youth are of great importance; prevention plays a greater role rather than rehabilitation measures for people in a critical situation.
* Experts of research company ranking.kz called last year a record one for the country in the number of divorces. The number of divorces in the first quarter of 2013 reached record levels in the past six years - 34 per 100 marriages. In total there were 11.6 thousand of divorced couples, which is 6.5 percent more than in the same period of 2012.
* One of the reasons that affects the growth in the number of divorces in Kazakhstan is the unpreparedness of young people to family life. About a half of all couples breaks up because of this reason. As well as this, addictions of spouses affect on the number of divorces: drug addiction, alcoholism and suchlike.
* Family is a primary cell of society, and any state shall strive to create favorable conditions for family formation and support this institution. Unfortunately, family policy is not developed in our country,that is why there is a proposal to develop a national program for family relation support and its strengthening.
* There are about 4 million households in Kazakhstan and 55% of them have more than 4 people in the family. In 2004 the number of spouses increased by 3.74%, but the ratio of divorces and marriages increases, thereby creating unstable marriage and family relations. Given the current situation, family policy in Kazakhstan should be directed not only to the stimulation of the birth rate, but to strengthening of the family institution as well, because of its vital functions and contribution to the improvement of the demographic situation.

Recently,the President Nursultan Nazarbayev has expressed his concern about the increasing number of abandoned children, divorces and the elderly in nursing homes in Kazakhstan. In this regard, the President instructed the administration and the government to develop a national action plan for 2015-2020 to strengthen family relationships, moral, ethical and spiritual values in the country.
The younger generation is ready for a change and a new way of thinking, if this generation of well-informed, educated and directed to a free and responsible participation in public life.
Therefore, we have developed a program for students of all schools and colleges in Almaty, where we will teach not only the youth, but also their parents and teachers, to be able to effectively develop and discuss different topics , and apply this experience in their lives. Indeed, many parents do not explain to their children many problems that can occur in life, as, for example, sexuality and sexual protection, because they are not aware themselves in some topics. It is ,therefore, important to teach them, to give information in the field of self-esteem, building a person's character, marriage preparation, healthy lifestyle, abortion, and high effective skills for successful personal development.

2012-2013 гг Участник проекта “Академия семьи”, который впервые запускается в Казахстане при поддержке Академии семьи Польшы.
Опыт работы: 2006-2007 г. До июля Ассистент координатора проекта «Укрепление роли женщины в обществе Казахстана» при поддержке Австрийского НПО и Австрийского Правительства, организатор: ОФ «Казахстанский Фонд Культурного, Социального и Образовательного Развития». В данном проекте приезжали международные эксперты из Германии и Испании, проводили семинары по темам касающихся женщин и семьи, затем наши участники передавали полученные знания в Алмате и Алматинской области, в Восточно-Казахстанской области, в Республике Кыргызстан (Ош), в Астане и т.д.. Основными темами проекта были : лидерство, эффективность, навыки высокоэффективного человека по книге С. Кови, Выступление перед аудиторией, Женщина , семья и карьера и др. А так же были кинофорумы и круглые столы, встречи с профессионалами. В период работы в этом проекте, я разработала некоторые семинары, такие как: «Очарование женственности и очаровательная девушка» по книге Хелен Анделин, «Отношение девушки и парня», и др. Результаты данного проекта: 36 мультипликадоров, основные участники, которые получили сертификаты и провели эти семинары другим группам, бенефициарам. Общее количество слушателей за 2 года 1497 женщин и девочек, это: 6 школ, 8 университетов, 7 городов и поселков по Казахстану, 2 города в Киргизстане. Эти семинары провели на пяти языках: казахском, русском, английском, испанском и китайском языках.
с июля 2007 года по 2008 май Представительство Американского Совета по Международному Образованию (АСПРЯЛ/АКСЕЛС) в РК в качестве Офис Логистик менеджера и Ассистента Координатора программы Связи Сообществ. Данная программа Связи Сообществ предоставляла возможность нашим гражданам 3-4-х недельную стажировку в США, живя в семьях. Тематика стажировок обновляются каждые 4 месяца, и около 10 человек на конкурсной основе проходят отбор, знание английского не обязательно. В период когда я работала в проекте были такие темы, как: «Инфекционная контроль и переливание крови», «СМИ, программа для журналистов», и т.д.. Программа финансируется ЮСАИДом.
С 2010-2013 годы волонтер, ассистент и советник по проекту «Культура семьи» при ОФ «Культурный центр Иртыш», партнерами данного проекта являются Институт семьи Испании и Академия семьи Польши. Ежемесячные встречи для семейных пар, семинары, обмен опытом, обсуждения и изучение новой методики Академии семьи Польши. По данному проекту сотрудничаем с Международной Федерацией Семейного Развития (Испания), в составе 54 стран мира и Академией семьи (Польша), который существует в 37 странах мира.

С 2011-2012 года Координатор авторского проекта «Крепкая семья» при ОФ Культурном центре «Иртыш», семейное образование, встречи с профессионалами и кинофорумы, индивидуальная работа по личностному развитию, консультации. По окончании были выданы сертификаты.
С октября 2012 года Координатор проекта «Развитие Института семьи при международном сотрудничестве с Испанией и Международной Федерацией Семейного Развития», ОФ Культурный центр «Иртыш». ОФ «Культурный центр Иртыш» работает по семейным проектам более 3 лет и сотрудничает с Международной Федерацией Семейного Развития, с Институтом Семьи в Испании, и с «Академией семьи» из Польши.
С ноября 2012 года по апрель 2013 года в ОФ «Золотое зерно», Координатор авторских проектов для сельской молодежи. Провела два авторских проекта: «Актогай» в ВКО при поддержке Управления молодежной политики ВКО и при информационной поддержке Департамента Общественной Информации ООН, Бюро ЮНЕСКО в Алматы. Более 61 учащихся и 24 учителей и 8 родителей прошли полный курс; и проект «Лицей №24» в городе Алматы, в котором участвовали 37 учащихся и 23 родителей.
С ноября 2012 года в Республиканском Общественном Объединении «Союз сельской молодежи Казахстана», Координатором авторских проектов для сельской молодежи.
С марта 2013 года КФ «Союз сельской молодежи города Алматы», Первый руководитель.
Автор идеи проекта Республиканской Добровольной Коалиции против разводов «Мы сохраним брак!» при поддержке Управления молодежной политики гАлматы, при информационной поддержке Департамента Общественной Информации ООН в РК. Круглый стол Коалиции прошел 14 мая 2013 году в здании Представительства ООН в РК. Коалицию поддержали: Комитет по защите прав детей РК, Управление по защите прав детей г. Астаны и Алматы, Национальная комиссия по делам женщин и семейно-демографической политике при Президенте РК, Академия семьи (Польша, в 37 странах существует), и др. По итогам Круглого стола разработали брошюру об основных причинах развода и способах сохранить брак, и распространили в ЗАГСах и СУДах по городу Алматы, и планируем по Республике, для информирования лиц, подающих заявления на развод. И надеемся, что это поможет сократить процент разводов в стране. 8 октября 2013 года один день в 8ми СУДах города Алматы провели бесплатные консультации для лиц, подающих заявления на развод. Надеемся, продолжить данную работу на постоянной основе, и сейчас организаторы проекта, продолжаем развивать Институт семьи в Казахстане.

Реализованные и успешно-развивающиеся проекты: партнерство в создании коллекции «Де-люкс», создание нового Казахстанско-Российского Бридж-бренда в Казахстане «БиК» (ежемесячно выпускаются новые коллекции, и мы являемся дистрибьюторами в Казахстане).
2013-2014 г. Сентябрь 24-25 2014 г участие в 2 Международной Конференции по делам развития семьи и общества в Международном Университете Каталуньи, город Барселона.
2014/10-2015/6 Координатор проекта «Второй этап Подготовки специалистов по делам семьи в международном сотрудничестве с Испанским, Международным Университетом Наварры, Институтом по делам семьи» в городе Алматы и Астана, обучение для более 40 основных участников из Алматы и 25 из Астаны, которые занимаются в области семейной политики более 15 лет, которые в дальнейшем передадут полученные знания более 2000 участникам бенефициарам и по окончании курса получат Международные дипломы Университета Наварры Испании, Института по делам семьи, курса по делам семьи. Since March 2013 The first leader of “Union of rural youth in Almaty”. Author of the idea of the Republican Coalition Against divorce “We will save the marriage!” project. With the support of the Youth Policy Office of Almaty, with an informational support of the Department of Public Information of the United Nations in Kazakhstan.
Round-table of Coalition was held on May 14, 2013 in the building of the UN Office in Kazakhstan. Coalition was supported by: The Committee on Children Rights Protection (Kazakhstan), the Office for the Protection of Children's Rights in Astana and Almaty, the National Commission of the President for Women, Family and Demographic Policy, Academy of Family (Poland, it exists in 37 countries ), and others. At the end of the Round Table participants made a brochure on the main causes of divorce and how to save the marriage, and distributed to the registry office and the courts of the city of Almaty in order, to inform people in Kazakhstan applying for divorce. And we hope that this will help to reduce the divorce rate in the country. On October 8, 2013 in 8-courts of Almaty free consultations were conducted for individuals applying for a divorce. We hope to continue this work on a regular basis, and now the organizers of the project continue to develop the Family Institute in Kazakhstan.

Since July 2007 to May 2008 office logistics manager and Assistant of the Community Connections Program Coordinator in Representation of the American Council for International Education (ACTR / ACCELS) in Kazakhstan. This Community Connections Program has provided an opportunity for our citizens to undertake a 3-4-week internship in the United States, living in families. The topics of internships are being updated every 4 months, and about 10 people are selected on a competitive basis, knowledge of English is not required. While I was working in the project, such topics as “infection control and blood transfusion”, “media program for journalists”, etc were in the project. The program is funded by USAID.
2006-July 2007 assistant of coordinator of the project “Strengthening the role of women in society of Kazakhstan” supported by Austrian NGOs and the Austrian Government, Organizer: PF “Kazakhstani Fund of cultural, social and educational development.” International experts from Germany and Spain participated in this project, they held seminars on topics related to women and family, then our members conveyed this knowledge to others in Almaty and Almaty region, in the East Kazakhstan region, the Republic of Kyrgyzstan (Osh), Astana, and so on.
The main topics of the project were: leadership, efficiency, habits of highly effective people on the book of S.Covey, speech in front of an audience, women, family and career, and others. The film forums and round-tables, meetings with professionals were conducted as well. While working on this project, I developed some workshops such as: “The charm of femininity and charming girl” based on the book by Helen Andelin, “The relationship of a girl and a guy,” and others.
The results of the project: 36 main participants who received certificates and conducted these workshops in other groups-beneficiaries. The total number of students for 2 years was 1497 of women and girls: 6 schools, 8 universities, 7 cities and towns in Kazakhstan, 2 cities in Kyrgyzstan. These seminars were held in five languages: Kazakh, Russian, English, Spanish and Chinese.
