Source text - Spanish Dentro del marco del cuadragésimo octavo período ordinario de sesiones de la XXX, 6-8 de diciembre, 2010, la República de X realizó las siguientes observaciones a su informe nacional:
Con relación a los programas de prevención ejecutados por el país, País X informó que, además de los programas indicados en el informe, está llevando a cabo el programa comunitario de prevención del uso de drogas “Prevenir”, el cuál está dirigido a la población general de los municipios en donde se ofrece, así como a la población clave de jóvenes de 10 a 24 años de edad.
Respecto a la Recomendación 1 relativa a “Ampliar las acciones de prevención a todo el ciclo escolar desde preescolar hasta secundaria”, la Republica X informó que durante el período de evaluación desarrolló un Programa de Prevención destinado a alumnos de escuela primaria de 10 a 11 años y alumnos de escuela secundaria de 12 a 14 años, abordando gran parte del ciclo escolar. Además, el país desarrolla acciones de prevención en general que incluyen naturalmente a los niños y jóvenes de todo el ciclo escolar, desde preescolar hasta secundaria.
Respecto a la Recomendación 7, relativa a “Implementar un sistema para registrar el número de armas de fuego, municiones, explosivos y otros materiales relacionados, decomisados en relación al número de arrestos vinculados al narcotráfico”, la República X informó que ya cuenta con un “Registro Nacional de Armas de Fuego y Materiales Controlados, Secuestrados o Incautados” en el que se encuentra centralizada la información correspondiente a las armas de fuego, sus partes y repuestos, municiones y demás materiales controlados que hayan sido secuestrados o incautados por cualquier tipo de infracción.
Asimismo, País X informó que cuenta con información sobre el número de armas de fuego, municiones y explosivos y otros materiales relacionados incautados en el marco de procedimientos por infracción a la Ley de Estupefacientes, la cual se obtiene de los datos que proveen las distintas fuerzas de seguridad y policiales del país, y que está disponible en sede judicial.
Translation - English Within the framework of the forty-eighth regular session of XXX, December 6–8, 2010, the Republic of X made the following observations to its national report:
With respect to prevention programs carried out by the country, Country X reported that, in addition to the programs included in the report, it is also implementing a community drug use prevention program, “Prevenir,” which targets the general population of the municipalities in which it is offered, as well as a key population group, youths ages 10 to 24.
With regard to Recommendation 1, to “Expand prevention activities to include the entire education cycle, from preschool through secondary school,” Country X reported that during the evaluation period, it carried out a prevention program directed toward primary school students ages 10–12 and secondary school students ages 12–14, covering a large portion of the education cycle. In addition, the country carries out general prevention activities, which include children and youths throughout the entire school cycle, from preschool through secondary school.
Regarding Recommendation 7, to “Implement a system to record the number of firearms, ammunition, explosives and other related materials seized in relation to the number of arrests for drug trafficking,” Country X indicated that it already has a National Register of Seized and Forfeited Firearms and Controlled Materials, in which information regarding the seizure and forfeiture of firearms, their parts and components, ammunition, and other controlled materials in any type of offense is centralized.
In addition, Country X reported that it has information regarding the quantities of firearms, ammunition, explosives and other related materials seized, in the procedural framework for infractions of the Narcotics Law, which is obtained through data provided by the country’s various security and police forces, and is available in judicial settings.

Señoras y Señores miembros del grupo en línea:
Reciban un cordial saludo, no sin antes aprovechar la ocasión para agradecerles nuevamente su valiosa participación en el foro virtual.
Como parte del seguimiento a las acciones identificadas en mi mensaje del 11 de enero y para mantenerlos debidamente informados, ésta coordinación con el apoyo de un grupo de profesionales del Instituto conjuntamente con representantes de la Sección, hemos realizado tareas de revisión y formulación de una línea de trabajo que quisiéramos compartir con el grupo, para su debida consideración y comentarios.
En primer lugar, tomando en cuenta la resolución X del 4 de noviembre 2011, la Estrategia Hemisférica y su Plan de Acción, las importantes opiniones vertidas en el foro virtual, los aportes de la Secretaría Ejecutiva y la metodología del GAFI, esta coordinación y el equipo de trabajo consideramos que los siguientes elementos podrían ser incorporados en la definición del instrumento de evaluación para la Ronda de Evaluación:
1) Contar con una lista estándar de acciones recomendadas (no todas solo las más destacadas), contempladas en el Plan de Acción.
2) Cada acción contemplada en la lista estándar, contaría con una explicación detallada para informar a los Estados miembros sobre lo que se desea evaluar y con “notas interpretativas” para guiar a los evaluadores (parámetros de evaluación).
3) Aplicar una escala de evaluación a cada acción recomendada (cumplida, mayormente cumplida, parcialmente cumplida, no cumplida y no aplicable).
4) Las acciones recomendadas estarían divididas en dos categorías: “recomendaciones claves” y “recomendaciones importantes”.
5) El ciclo de evaluación comprendería una única fase de evaluación completa.
6) La recopilación de información y consultas se harían a través de un cuestionario de indicadores basados en la lista estándar (punto 1).
7) Se realizarían visitas de evaluación complementarias al cuestionario, a un determinado número de Estados miembros, seleccionados al azar en cada ronda de evaluación (por razones presupuestarias)
8) Se elaborará un registro de expertos calificados por Estado miembro en cada una de las áreas temáticas de la Estrategia Hemisférica (expertos por tema debidamente acreditados).
9) Se conformarían grupos de trabajo por área temática, para la evaluación de la información recibida de los Estados miembros y la elaboración de los borradores de informe que serían sometidos a la aprobación del plenario.
Con miras a atender el primer punto de la citada propuesta, esta coordinación presenta, como insumo de trabajo, un listado de acciones recomendadas dentro del Plan de Acción que se han considerado como aplicables en el marco del Mecanismo. Las acciones fueron seleccionadas con base a los siguientes criterios:
1) Factibilidad de medición y evaluación.
2) Concordancia con los principios fundamentales del Mecanismo.
3) Nivel de complejidad para su cumplimiento.
4) Carácter vinculante o no de la acción.
Este listado, desglosado por tema, se ha colocado en la sección de archivos del foro virtual para su revisión y comentarios, a ser presentados en el foro a más tardar el 1 de marzo, por lo que apelamos a la responsabilidad y trabajo conjunto de todos los Estados miembros, ya que como podrán entenderlo por razones de tiempo, no podremos estar volviendo sobre etapas precluídas dentro de nuestro cronograma de trabajo (adjunto).
Una vez que se haya generado el listado definitivo de acciones recomendadas, previo análisis de los importantes aportes recibidos de todos los Estados miembros, se procedería a la conformación de grupos para el análisis de parámetros de evaluación por sub-temas, integrados por especialistas.
Adicionalmente, se adjunta el cronograma propuesto que establece los plazos bajo los cuales se trabajará durante este año 2012.
Por último, estimados representantes, queremos recordarles y reiterarles que su participación en el foro virtual, con los comentarios y aportes a los documentos presentados en las fechas establecidas, permitirá presentar en la sesión 1 de la Comision, a efectuarse el próximo mes de mayo en Washington, avances concretos y firmes en la difícil y desafiante tarea que se nos ha encomendado.
De igual manera, les invito desde ya a que se vayan preparando para que puedan participar en la reunión que se llevará a cabo en país X, en el mes de junio próximo. Será un gusto recibirlos.

As follow-up to the actions identified in my message dated 11 January, and to keep you informed, the coordination team, with the support of a group of professionals from the Institute and representatives of the Evaluation Section, has reviewed and developed a work plan that we would like to share with the group, for your consideration and comments.
First, taking into consideration resolution X, dated 4 November 2011; the Hemispheric Strategy and the Plan of Action; the valuable views offered through the online forum; the contributions of the Executive Secretariat; and the XX methodology, this coordination team and working group believe the following elements should be included in the development of the evaluation mechanism for the X Evaluation Round:
1) Development of a standard list of recommended actions (not all, only the most relevant) included in the Plan of Action.
2) Each action in the standard list would include an explanation detailing for member states what will be evaluated, and with “interpretation notes” to guide the evaluators (evaluation parameters).
3) The application of an evaluation scale for each recommended action (compliant, largely compliant, partially compliant, non-compliant and not applicable).
4) The recommended actions would be divided into two categories: “key recommendations” and “important recommendations.”
5) The entire evaluation would have just one complete evaluation phase.
6) The compilation of information and consultations would be carried out through a questionnaire of indicators based on the standard list (point 1).
7) Evaluation visits to supplement the questionnaire would be carried out in a specified number of member states, selected at random each evaluation round (due to budgetary considerations).
8) Development of a register of qualified experts in the thematic areas of the Hemispheric Strategy from member states (certified experts).
9) Organization of working groups by thematic areas, to evaluate the information received from member states and prepare the draft reports which will be presented for approval by the plenary.
Regarding the first point of this proposal, this coordination team has provided, as reference, a list of the recommended actions from the Plan of Action that are considered applicable within the Mechanism’s framework. These actions were selected based on the following criteria:
1) Feasibility of measurement and evaluation.
2) Accordance with the fundamental principals of the Mechanism
3) Level of difficulty in compliance
4) Binding or non-binding nature of the action
This list, broken down by thematic area, has been uploaded to the files section of the online forum for your review and comments, to be presented in the forum by March 1. In this regard, we request the commitment and joint efforts of all member states, given that, in the interest of time, we cannot return to previous phases of the work plan (attached).
Once a final list of recommended actions has been developed, prior to the analysis of the important contributions of all member states, we will proceed with the organization of specialized groups to analyze the evaluation parameters by sub-topic.
In addition, please find attached the proposed schedule establishing timeframes for our work during 2012.
Finally, esteemed members, we wish to remind you and reiterate that your participation in the online forum, commenting on and contributing to the presented documents within the established timeframes, will allow us to present concrete advancements in the difficult and challenging task set before us to the 1st session of the Commission, to take place in May in Washington, D.C.
