I've discovered that:

***sidoleverantör*** en av flera leverantörer som inom samma objekt, men utan inbördes avtal, utför arbete på entreprenad åt samma beställare
Jfr underleverantör.
I Aff användes tidigare enbart termen ***sidoentreprenör***. En ***sidoentreprenör*** är en typ av sidoleverantör. Ordet sidoleverantör kan därför ersätta ***sidoentreprenör***. Observera att termen ***sidoentreprenör*** fortfarande kan tillämpas i Aff-sammanhang. Idag föredras dock termen ***sidoleverantör*** framför sidoentreprenör

but I'm no wiser as to what a subcontractor without a "inbördes avtal" could be in English even if I think I can imagine this. Maybe like an electrician who comes to work on the site but does not have a specific contract for the particular construction work (the project)

Is this what it means?

But these are guys working in the same worksite but under a different works contract. I'd say your Swedish was written by someone not using standard Swe terminology.
