Spanish term or phrase: recursos incidentales
Is it correct to translate "recursos" as "appeals" in this context and what is correct meaning of "incidentales"?

Also, the last part of the sentence is a bit tricky to phrase elegantly. At the moment I have "relating thereto and the subject thereof" but I'm wondering if there's a better way of wording this.

By the way, I'm translating "ejecuciones" as "enforcement proceedings".

It would be helpful if you would indicate the title of the document you are translating, the type of court involved and additional context, since the vocabulary of Spanish administrative proceedings differs substantially from the terminology used in civil proceedings.

"Recursos contenciosos-administrativos" are called "recursos" because they challenge previously-issued decisions of governmental agencies ("la vía administrativa"). But they are actually the "first instance" in judicial administrative proceedings ("la vía contencioso-administrativa"). Does your text involve a "recurso contencioso-administrativo" brought before a "juzgado de lo contencioso-administrativo"? If so, rather than denoting some type of appeal, "recursos incidentales" would appear here to refer to any interlocutory motions that may be made during those proceedings.

In other respects, I don't think this refers to the filing of a "counterclaim" as Ryan suggests, which in Spanish civil proceedings is called a "reconvención" and is generally included as part of a defendant's answer to a complaint ("contestación a la demanda"). Moreover, it is my understanding that counterclaims ("reconvenciones) are not allowed in Spanish judicial administrative ("contencioso-administrativo") proceedings:

“No está de más subrayar que en el recurso contencioso-administrativo no cabe una reconvención o una pretensión adicional, como sí acontece en el proceso civil (art. 770 LEC). Hi, Ruth, with this additional info it is clear that the document concerns legal fees for handling objections to decisions of the Spanish tax authorities. "Tribunales Económico-administrativos" are a type of tax appeal board existing at both the regional and national ("central") levels. They are "tribunals", not courts. "Recurso de alzada" is the term used for a type of internal administrative appeal of decisions issued by governmental agencies (in this case, the tax authorities), brought before the agencies themselves, and not in the administrative courts. "Recursos contencioso-administrativos" are proceedings brought before the administrative courts, which include "Juzgados de lo Contencioso-Administrativo," "Juzgados Centrales de lo Contencioso-Administrativo", "Salas de lo Contencioso-Administrativo de los Tribunales Superiores de Justicia," "Sala de lo Contencioso-Administrativo de la Audiencia Nacional" and "Sala de lo Contencioso-Administrativo del Tribunal Supremo", often referred to as "la Sala Tercera".

They set out the fees for advice on different types of proceedings including: "reclamación económico-administrativa ante el Tribuanl Económico Regional (and also Central), "tramitación de los recursos de alzada que se interpongan antel Tribunal Económico Administrativo Central" and "tramitación de los recurso contencioso-administrativos que se interpongan ante el Tribunal Superior de Justicia o Audiencia Nacional".
