El presupuesto es importante, pero lo más importante es la voluntad de comprender la ciudad como testimonio de nuestro futuro.

Si tratta di un testo che analizza le varie problematiche legate alla ristrutturazione dei centri storici.
Sta parlando di bilancio, quindi dell'aspetto economico? O di un presupposto di base?

il solo bilancio preventivo potrebbe essere sufficiente se si trattasse di un documento fiscale. sicuramente non si tratta di "presupposto", visto che ci informi che il documento tratta la ristrutturazione di un centro storico.
Ne deduco si tratti di un dibattito in seno ad un consiglio comunale o assemblea di proloco, circa il riparto di spesa e i tagli richiesti per raggiungere l'obiettivo e dunque non un documento contabile o fiscale (analisi di bilancio, ispezione o verifica di bilancio).
Perció una forma più arricchita puó essere una buona soluzione.
Spero aver dato una traccia.
