The text is a contractual order (pedido) for the provision and installation of various filtered containment venting systems (sistema de venteo filtrado de la contención) into a number of nuclear power plants (one for each power plant).

The installation processes for each of these systems is termed a "modificación" and installation takes place during refuelling periods (presumably shutdowns) of the affected power plants.

The list of the project scope includes the following lines:
. Diseño básico y suministro de un sistema de filtrado
. Diseño de detalle de la modificación (PCD)
. Dirección y ejecución del montaje y la puesta en marcha

Before the modification work can begin in each case, detailed design documentation for the modification (PCD) must be provided.

Paquete de cambio de diseño. That's what it means in this Spanish government document, "Convención Conjunta sobre Seguridad en la Gestión del Combustible Gastado y sobre Seguridad en la Gestión de Residuos Radiactivos":

"Preparación de las especificaciones, cálculos, informes, etc. requeridos para la definición y el diseño de la modificación, conformando el paquete de cambio de diseño (PCD), con el que se pueden adquirir las diferentes estructuras, equipos o componentes requeridos en la modificación." (p. 155).

I've just noticed that there was another question on this same term earlier today, and the asker closed it because the client supplied the answer, which was "paquete de cambio de diseño".

I promise I hadn't seen this before posting my answer! But my confidence is now 5. It is the same field (nuclear), so I though it was probably right.
