I wonder if any Spanish native speakers can tell me whether the word "Conforme" should really be followed by an "a" here? In any case, that's how I understand the phrase, i.e., "Conforme a, y siendole applicable, la ley..."

To my mind there's not a great deal of difference between "in accordance with" and "subject to" in this context, so you could probably simplify it all to "under" or "pursuant to".
