Spanish term or phrase: carencia
Carencia total en el pago de la Renta del Local aplicable al período comprendido entre el 15 de noviembre de 2016 y el 15 de mayo de 2017 (ambos incluidos);
Carencia total en el pago de la Renta de las Plazas de Parking aplicable al período comprendido entre el 15 de noviembre de 2016 y el 15 de mayo de 2017 (ambos incluidos);

Carencia is normally a "grace period", but here, does it mean that the Lessee will simply not pay rent for those periods? What would the English for "carencia" be in this case?

waiver, exemption, rent-free period
Explanation:
I haven't found a dictionary definition giving this exact meaning, but I think it's clear from the context. My reference says "waiting period/gap in coverage", which is the same sort of idea.

short-coming

Explanation:
In non-specific contexts "una carencia" is a shortage, lack or deficiency.

"ineficacia sobrevenida de la carencia"
"supervening inefficiency of deficiency"

"la Carencia descrita en la cláusula"
"the shortcoming described in the clause"

"... without having applied the shortcoming described in the preceding clause 4.1.2, thus as any other amounts already accrued which are waiting for payment."

Example sentence(s):
  • "As an exception to the established rule in the preceding clause (4.1.2) if the tenant incurs any of the supposed established lines of the following paragraph of the clause, the tenant must pay the owner the total amount that he should have paid ..."
