Spanish term or phrase: obtentor (de semillas)
SPAIN. I understand the concept, I'm just not sure of the exact term to use. Here is an excerpt from the Wikipedia entry:

Notes to answerer
Asker: Seems right enough. I usually think of "breeders" of rearing animals Rather than plants.

Asker: Thanks to everyone for the input. And season's greetings to all!

The Sorted guys met Ben Silvertand, a professional tomato breeder working for BASF in Gravenzande, the Netherlands, to learn all about seed breeding.

Here in Idaho, farmers are not happy with Patented Seeds, farmer is allowed to feed the corn, maize, but not replant the ears of corn saved, same with wheat. The seeds are Roundup Ready, herbicide will kill weeds but not the plants that can tolerate the herbicide. Independent farmers are keeping and promoting alternatives to what they see as an abuse of Patent, etc (Greed???)

Dice Alli en parte... The Supreme Court ruled unanimously on Monday that farmers could not use Monsanto’s patented genetically altered soybeans to create new seeds without paying the company a fee.

The ruling has implications for many aspects of modern agriculture and for businesses based on vaccines, cell lines and software. But Justice Elena Kagan, writing for the court, emphasized that the decision was narrow.
