companies with surplus funds
Explanation:
Or "companies with surplus capital".
Google translate suggests "surplus fund companies", which gets very few hits in a search stop
As you suggest yourself, it seems to mean taking money from companies with surplus funds and distributing it amongst the other less successful companies in the group.

neutral  Toni Castano: Yes, you may be right on this, François, but the thing here is the source doesn´t read "sociedades de patrimonio neto positivo" (= your take), but just "excedentarias de fondos", which is just as colloquial as the option Neil opted for.

-> this is a formulation in Spanish. In English, the companies that can lend money are those with a positive net worth. //why do you think Neil couldn't find a definition of surplus funds online?

neutral  Luis M. Sosa: Having positive net worth does not necessarily mean we are liquid (so we can lend funds.)

-> net positive worth means that your assets are greater than your liabilities//Explain how a surplus of funds could be independent from a positive net worth.
