„In cursul cercetarii disciplinare prealabile salariatul are dreptul sa formuleze si sa sustina toate apararile in favoarea sa si sa ofere Comisiei toate probele si motivatiile pe care le considera necesare.”

Mulțumesc pentru ajutor!

prepare and submit (in defence)
Explanation:
Be aware that, within the context, the aspect of "defend oneself", (from "apărările"), is naturally understood in the use of "submit" on its own here (in the English version). Therefore, I personally would only put "submit" and not "in defence".
As you will see from my example below, it can work without this, and it is less clumsy in my opinion, but its up to you.

"...to prepare and submit, to the Board, all the grounds and supporting evidence that he/she considers useful to his/her case."

Useful or important (I would not use "necessary" here, but I guess if you did it would be understood)>

Explanation:
Alas, pwc's website in Romanian doesn't - yet - give any translation in English, rather a site page with totally different topics.
