Il me semble qu'il s'agit ici d'un cas de corruption, les fameux stratagèmes dans lesquels les factures indiquent des matériaux qui ne sont jamais utilisés sur l'ouvrage et dont les excédents sont détournés au profit des fraudeurs. Dans ce cas, je mettrais "faire porter au crédit" qui passe mieux cette idée.
