Norwegian term or phrase: vakthavende vervet
Perhaps something like "duty officers on duty" ?

As for context for vakthavende vervet, I don't have much; other than
Vakthavende vervet er direkte underlagt vakthavende maskin i vaktkvarteret…" with vakthavende maskin being "engineer in charge of a watch"

enlisted on duty
Explanation:
Not uncertain what this is - just about what the proper term is. Practically every conscript in the Norwegian military is offered the chance to prolong the mandatory service through a period of enlistment, or verving, where the pay goes up from the conscripts' minimal beer-a-day pay to a salary. Not much else is different, and the enlisted could still hold the lowest rank there is, such as private. He or she could even be a ranking officer. In this case, the enlisted soldier on duty (as opposed to the conscript on duty) reports directly to the duty engineer (on the duty team - i vaktkvarteret).

reservist call-up standby

Explanation:
I think this what it might be called in US and British Army.

No Norwegian ref., I'm afraid, as 'vakthavende' - on my Austro-German link - keeps 'calling up' a porno-dating site with 'explicit' photos.

Example sentence(s):
  • In some countries, for example the United States, reservists are often former military members who reached the end of their enlistment or resigned their commission.

duty rating/soldier/airman/airwoman

Explanation:
This sounds like the Navy (Sjøforsvaret) so it would be 'duty rating' (duty enlisted sailor' in USN), but depending on the context it could be soldier etc
See ref 1 which says:
Innenfor Sjøforsvaret blir benevnelsen matros benyttet om vervet mannskap, altså militært ansatt personell som ikke er befal.

Example sentence(s):
  • The duty rating is directly subordinate to the duty engineer in the duty watch.
