I assume it is handwritten, Circolare is sometimes abbreviated Circ. or cr., Gm is Giornale Militare followed by the year (1920 instead of 920)

Asker: ...but what about the abbreviation "es 240"? The full phrase is mandato in congedo illimitato es. 240 Gm. 920

Asker: Yes- it's a very poor scan of a document with the entries written by hand (it was 1920!) presumably by an officer. So you are probably correct that it means "cr - "Circolare" - thanks a million.
