מותר

Hebrew to English translations [Non-PRO]
Names (personal, company)
Hebrew term or phrase: מותר
This may sound like a silly question but in a certificate that I am translating, under place of residence, they list " מותר". Is this an abbreviated name of a city or a moshav or something else? I'm confused since this is a box where people normally list the name of a city.

Thanks.

מיתר

Explanation:
There's a place called מיתר, north-east of Beer Sheva. Perhaps the vav is actually a yod?
