Como definición de system owner en inglés encontré:

An individual or office responsible for the creation, update, maintenance, and disposition of an electronic data system, data base, or automated program. Owners are responsible for ensuring that the system has a security plan, that it is implemented, and that it is monitored for effectiveness. Mira, en Dell lo traducen del inglés por propietario, y en alemán, Benutzer, o sea, usuario, en tu contexto, creo que es propietario, el que dice cómo hay que utilizar los sistemas, porque son suyos, creo que es esto... Recibe un saludo cordial
