I wondered if this might be a typo and is supposed to be "pénalisable"? If not, I don't understand it as panélisable seems to mean "pouvant entrer dans un panel, pouvant faire l'objet d'un panel". Can anyone point me in the right direction? This is the full context:

Si à l’expiration de la période panélisable correspondant au montant maximum (Plafonné) des pénalités de retard, la fourniture n’est toujours pas livrée, l’Acheteur aura le droit de résilier le présent contrat de plein droit,

I think it has to be this given what the rest of the sentence says. After a certain time, no more penalties are charged and the contract is automatically terminated.
