When filing taxes in the US, the first thing the taxpayer is asked is whether somebody else can claim him/her as a dependent. What you have here is taxpayer NOT claimed as a tax dependent vs. taxpayer claimed as a dependent. Perfect example, I am a college student who is working part time, because I am receiving income I must file taxes HOWEVER, my parents pay for my college tuition and housing SO I am a taxpayer claimed as a tax dependent. A head of household, on the other hand, and as a general rule is not claimed as a tax dependent by anybody else therefore he/she is a tax payer NOT CLAIMED as a tax dependent by anybody else. So in the case of the student it would be a contribuyente incluido en otra declaracion de impuestos vs. contribuyente no incluido en otra declaracion de impuestos. I am not saying this should be your translation but just to give you an idea.

To soy mayor de edad, por lo tanto, soy contribuyente. Mis hijos no me mantienen, por lo que no tienen derecho a reclamarme. Esas son las normas a las que se refiere la frase.

Claro, yo lo entiendo así también, pero me confunde la manera en que está redactado el fragmento: “Basic rule for taxpayers not claimed as a tax dependent”; “an individual who expects to file a tax return (...) and who does not expect to be claimed as a tax dependent by another taxpayer”. Da la impresión de que se estuviera refiriendo al contribuyente como “tax dependent”, lo cual no tendría mucho sentido.

Por norma, quien presenta la Declaración de Renta, es el contribuyente. Un menor de edad, es una persona a cargo. Por lo tanto, no es un contribuyente. Un menor de edad, no está en capacidad de mantener a sus padres. Por lo que los padres son quienes reclaman a sus hijos como personas a cargo o tax dependents.
