Las distribuidoras tendrán que alcanzar los objetivos de ahorro establecidos anualmente, de 2017 a 2020, a través de unas medidas de mejora de la eficiencia energética llevadas a cabo por ellas mismas o a través de sociedades que se dediquen al control de los proyectos admitidos por la certificación. Además, es posible obtener los requisitos necesarios adquiriendo los títulos de otras distribuidoras, de empresas de servicios energéticos certificadas (fórmula ESE) o de usuarios finales, tanto públicos como privados, que hayan nombrado un EGE (experto en gestión de la energía) certificado.

Green Tags and White Tags can be used to favorably impact the economics of renewable energy generation and energy conservation projects by monetizing reduced carbon emissions. The Green Tag market is expected to grow from about $250 million to nearly $1 billion dollars per year by 2010.
According to the Western Area Power Administration (DOE), the new White Tag market is emerging as a potentially far larger market. Presently, these markets are characterized by fragmented brokerage-driven transactions. A green certificate – terminology predominantly used in Europe but now becoming more widespread globally – are a tradable commodity proving that certain electricity is generated using renewable energy sources. Typically one certificate represents the generation of one Megawatthour of electricity. What is defined as "renewable" varies from certificate trading scheme to trading scheme. Usually, at least the following sources are considered as renewable:

Wind (often further divided into onshore and offshore)
Solar (often further divided into photovoltaic and thermal)
Wave (often further divided into onshore and offshore) and tidal (often further divided into onshore and offshore)
Geothermal
Hydro (often further divided into small – microhydro – and large)
Biomass (mainly biofuels, often further divided by actual fuel used).
Green certificates represent the environmental value of renewable energy generated. The certificates can be traded separately from the energy produced. Several countries use green certificates as a means to make the support of green electricity generation closer to a market economy instead of more bureaucratic investment support and feed-in tariffs. Such national trading schemes are in use in e.g. Poland, Sweden, the UK, Italy, Belgium (Wallonia and Flanders), and some US states.
