What the posted context tells us. The context is:
"Pending before the court is the Ex Parte Application for Order to Take Discovery pursuant to 28 U.S.C. ......., that was referred to this Magistrate Judge for disposition pursuant to 28 U.S.C. ........, the Order Referring Case dated January 8, 2021, and the Memorandum dated ........".
Which tells us:
1. The text concerns an interlocutory application for discovery in Civil Proceedings ("Ex Parte Application for Order to Take Discovery pursuant to 28 U.S.C.")
2. That application for discovery was REFERRED TO A MAGISTRATE JUDGE ("referred to this Magistrate Judge for disposition pursuant to 28 U.S.C.").
3. That referral was made by an Order Referring Case ("Order Referring Case dated January 8, 2021").

@ All I think the bug here is the always missing hypen. This should be "order-referring case". At least that's what I figured in my suggestion, i.e. the case where reference is made to the order.
