Nasze zdanie nie posiada orzeczenia. Możliwe, że nasz kontekst jest niekompletny... Ale skoro mowa o prawach, to pewnie chodzi i ich zastrzeżenie.

Moim zdaniem chodzi o to, że powyższe uprawnienia odnoszą się zarówno do całości, jak i fragmentów tego dokumentu. A zdanie jest błędnie sformułowane.

Moim zdaniem brakuje wyrażenia o zastrzeżeniu praw, na przykład na końcu zdania:
(All rights, including those for)... are reserved.
Zastrzega się wszelkie prawa, w tym prawa do ...

I jest literówka chyba. Nie powinno być "is" tylko "in" w naszym zwrocie:

or any other use in whole or in part of this document.
lub/bądź [prawa] do dowolnego wykorzystania całości lub części niniejszego/tego dokumentu.
