Explanation:
Da come è messa giù sembra che i corsi di formazione/aggiornamento debbano essere preautorizzati dall'ufficio personale che emette un ordine di acquisto in modo che il corso sia fatturato direttamente all'azienda. Se non si segue questa procedura e il dipendente anticipa il costo del corso di tasca sua e ne chiede il rimborso con l'expense report allegando il giustificativo di spesa, deve motivare perché non è stata seguita la procedura standard.

  -> appunto, visto che il tempo per seguire la procedura standard c'è, se non la segue deve motivare perché, e molto bene, se no gli possono respingere la richiesta di rimborso
