it would confirm my first impression, that here "tenure" is not only used in the sense of "how long have you been living there?" but also about "on what legal grounds?"

  -> given more context - the other related question - the intended meaning is clearer./"mode de possession" is surely one meaning but not THE meaning - it's often used as a shortcut for "length of tenancy" (as usual, context can twist meanings )
