Nor in EN either! We talk about 'the concrete jungle' etc.
It is in fact FR that is slightly imprecise in the way it uses 'béton' and fails to make some of the distinctions that are made in EN.
As far as I understand it, a kind of 'cement slurry' is basically poured down the outside of the bore tube; it presumbly isn't PURE cement, but contains some kind of sand, fly-ash, or other filler... but not I believe the kind of 'aggregate' needed to make it 'concrete'.

J'ai regardé le brevet. Je ne comprends pas comment du ciment SEUL peut suffire. Cement est fréquemment utilisé en anglais pour d'autres choses (mortier, coulis, béton, etc). On ne dira jamais il y a trop de ciment dans un ville en français (béton), alors qu'en anglais ça passe.

Il y a effectivement plus qu'un phénomène de lessivage. J'ai un mot possible pour la traduction de washout.

With your kind indulgence, I'd like to pick up the points in your suggestion that leave me with some doubts.
First of all, the use of 'lixivation': I've always seen this in the sense of certain elements being washed out of a substance: this is the sense in your ref. to 'lessivage des hydrates' — BUT this is not what is being referred to in this context! It actually refers here to the way the cement as a whole can be 'washed out' — the sense is more that of being 'washed away'. I don't know if 'lessivage' is more along those lines, but I suspect not. Think of situations like severe floodwater 'washing out/away' the foundations beneath houses.
In term of concrete vs cement, I don't see why using 'concrete' here in EN would be any less or mor ambiguous than using 'cement'? If I understand the context properly (boring holes for fracking), I'm pretty sure that what is pumped around the liner is literally cement, rather then any form of concrete (though I'm happy to be proven wrong on that point!)
