La définition du terme n'a rien à voir avec l'usage décrit dans la phrase : "A coating applied to a surface, prior to the application of an adhesive, to improve the performance of a bond" (Termium), etc. L'éthymologie elle-même indique qu'on applique la couche primaire AVANT la finition. A la rigueur, on comprendrait que primer soit (mal) utilisé pour désigner un additif qui améliore l'accrochage, mais je doute fort que le TiO2 puisse jouer un tel rôle.
Pour un texte ordinaire, j'aurais suggéré de supprimer tout bonnement "primer" puisque l'emploi de la notion n'est pas clair. Mais puisqu'il s'agit d'un brevet, il faut conserver tout. Donc, pourquoi pas "primaire" ? Ce n'est certainement pas faux, au moins c'est littéral et on reste fidèle au texte déposé.
