Secondo me qui non fa riferimento al tipo di istituto frequentato, se liceo, tecnico, professionale o altro, ma al grado di istruzione conseguito, il livello (se istruzione primaria, secondaria, superiore, universitaria, ecc.)

Se non si vuole far riferimento al diploma ottenuto, si può dire così. Altrimenti "titolo di studio" va benissimo, però implica che sia stato effettivamente ottenuto un diploma.
