I almost never put a 5 by one of my answers, but I feel very strongly here. "a problematic" is a "something that is problematic (adj.)," which has a very precise meaning: constituting or presenting a problem : difficult to solve or to come to a decision about or to deal with : ... so full of difficulty as to make only tentative and uncertain solutions or decisions possible
That is why the author chooses to use the term--these "problems" are not things that can be easily solved; they are intricate issues that must be resolved, but how to do that is not something that can be seen easily...

: The word may exist in English, but its frequency is a mere fraction of the frequency of "problemática." If anything, I'd put "problem/s."

it depends on the register and author's intent; I've used both issues and problems for "problemática" but here it seems to me that "problematic" hits the nail on the head...

Hi, Claudia: I just wrote a note to dcspanish to answer that: issues and problems are fine, depending on the context and register, but here I feel that the author intended a broader concept than just "problems" (which be simple to solve)...

The results give a clear mandate to the Commission to continue working to deliver a high level of environmental protection.

Patricia, you were right. It all depends on the register and a perhaps not so slight difference in meaning between issues/concerns/problems and problematics, which I now understand:
