"Lockout" means a positive shutoff of energy, including an actual lock so no one except the locker can turn it on again.
Look up "lockout / tagout" which are the terms used in industry to describe the procedure used when "locking out" equipment, etc. that is being repaired to avoid hazards. "Lockout" is "bloqueo" in Spanish.
The same lockout (but not "tagout" or "etiquetado") would apply in the event of an emergency like a fire where gas, electricity, etc. must be shut off immediately and prevented from being accidentally turned on again until all is clear.

6.4.1 Cualquier control de emergencia requerirá de una evaluación inicial, en la cual se debe considerar la identificación de energías peligrosas presentes en el lugar de la emergencia.
